The Soviet admits that it is unable to feed the entire population until the next harvest is gathered. Therefore it announces through the Pravda that it will concentrate on the cities to ensure that the available bread reaches the workers. It is stated officially that the last harvest is 1.000,000 tons below the previous one. It is significant that there is no mention of importing grain, which was done in 1921-22 and 1924-25. This is presumed to he duo to financial reasons 1 .
