EXTENDED FOR TWO YEARS. RUSSIA STILL EXCLUDED. (Australian Press Association —United Service.) LONDON. Feb. 21. The House of Lords r-ead a second time the Overseas Trade Bill, extending the export trade guarantees scheme by two years. Labour's only complaint was that of the Government’s failure- to extend the scheme to Russia, Lord Thomson declaring that America and Germany were stepping in and capturing trade with Russia. Lord Lucan replied that the Government did not intend to extend credit faciliti\s. to Russia until the Soviet had established conditions in treatment of debts and compensation for confiscated’ property which would restore, confidence and command credit. No other countries trading with Russia bad schemes like export guarantees.
