Tliei pan-American coimt'eremice brought a successful -conclusion -to its efforts to obtain a settlement of the BolivianParaguayan, dispute when a protocol was signed, on Thursday night by representatives of the disputing countries calling for* the appointment of an international 'tribunal of nine judges" to- investigate the recent clashes. The conference also l agreed on -two multi-lateral treaties designed, to prevent Avar in the western hemisphere and on am arbitration treaty Which established the principle of compulsory arbitration of all international controversies involving domestic jurisdiction and -disputes iu\ r oiviug third parties. The conciliation pact Avo-uld establish the principle of .the compulsory submission of disputes of any kind to- this method' of pacific settlement.
