NEW YORK, Dec. 19. Mr. O’Neill has published his official report on his investigation into the sinking of the Vestris. The report stated that the hearing had shown that there was no basis for 'prosecuting anyone in the United States for the disaster, hut he criticised the management of the vessel and urged that there should be a stricter inspection of ships of foreign registry in the American trade. Such , vessels should he given the same in-; spection as American vessels, unless | they held certificates of inspection , from the country of origin.
