AMENDMENT OF REFORM MEASURE. (British Official Wireless.) R.UGBY, Dec. 13. Lord Clarendon’s proposals for reform of the House of Lords were further discussed to-day. Lord Reading said they were an advance upon those proposed by Viscount Cave last year. All were agreed there must be reform, but he could not accept Lord Clarendon’s proposals, which were forwarded by the Conservatives. " Lord Newton moved an amendment limiting the proposals to the preamble, declaring the desirability of limiting the number and making provision for an elective representation of the peers. Lord Clarendon accepted this and accepted the word “reduce” for “limit.” The amendment was carried by 52 to S.
