Received 1.25 P.m., to-day. WASHINGTON, Nov. 28,

The American Secretary of State, Mr F. B. Kellogg, said to-day that he would confer again with President Cooliclge before resuming diplomatic exchanges with those countries which are members of the World Count, concerning the Senate reservations attached; to the American adherence. He isaid that eight nations had unconditionally accepted the reservations, fifteen merely acknowledged receipt of the communication and three- did not respond.
