Fifteen Republican Senators wlio breakfasted with President Coolidge today carried away the impression that the President appeals to be inclined to make another effort to bring the United States into membership of the World Court.
The President discussed the legislative programme with them, and they learned that Mr Coolidge is anxious to round out his presidential career with the ratification of the Kellogg Pact, the enactment of the 15-cruiser Bill, and an arrangement with the Powers signatory to tie World Court protocol, whereby the obstacle to American adherence offered by the Senate’s reservations would be overcome. It was apparent to certain of the Senatorial guests that to bring the United States Government into" World Court membership was a matter clear to the President’s heart. There was no disclosure to indicate that exchanges for overcoming the Senate’s reservations difficulties had been initiated with the Powers, but a knowledge of the President’s manner of doing things- gives colour to the surmise that negotiations are already in progress. The Senate’s reservations “would give the United States power of veto in any dispute presented to the court in which the United States had or claimed to have an interest.
