Cabinet has approved of M. Poincare’s programme for the session. The programme does not introduce legislation, but concentrates on the passage of the Budget before the end of the year and the settlement of reparations. M. Poincare to-day conferred with M. Tyrrell and French bankers regarding the movement of Government stocks. MM. Briand and Poincare conferred with Herr Ho-esch, the German Ambassador, and as a result of these conferences' a combined memoranda will lip sent to various Governments. It is believed that the procedure for the reparations conference will shortly be completed. It is pointed out that M. Poincare’s handing over the Budget to M. Cheron, new Finance Minister, enables him, although without portfolio, to become in reality Minister for Reparations. M. OAILLAUX EXCLUDED FROM FINANCE COMMITTEE. PARIS, Nov. 14. The Senate has recorded its opinion of M. Caillaux’s share of M. Poincare’s resignation by excluding him from the finance committee. He is the only member not re-elected.

Thus M* Poincare’s potential rival for the Finance Ministry is not only deprived or office, but, despite, his reputation as a financier, is not represented in the nation’s financial councils. The incident is likely lastingly to affect the more ardent opponents oi‘ M. Poincare.
