COMMITTEE OF EXPERTS. PROPOSAL TO SET IT UP. GERMANY MAKE'S FIRST MOVE. iituted Press Association—By Electric Teleurauri Copyright.) (“Times” Cables.) LONDON, Oct. 28. Following on the Cabinet’s decision the German Government has taken the initiative in formal negotiations ' for the rormation of a committee of experts to settle reparations, says the Berlin correspondent of ‘‘The Times.” Cabinet has already instructed its Ambassadors in Paris, London, Home, Brussels, anil Tokio to suggest the. establishment of a commission ancl to indicate Germany’s view regarding its composition and powers. It is also informing the United States, which wili be told that Germany will welcome an American representative, either as a delegate or observer. The Government believes the committee should be composed of financial experts of -international authority, free from all exterior influence, disagreeing with the French newspapers’ argument that the Government should constantly -control the discussions _ by officially instructed representatives. The Germans point out that the, Dawes agreement was due to the authority of independent financial experts ; the new commission should- be similarly circumstanced.

The ‘ ‘ Daily Telegraph’s ’ ’ diplomatic correspondent, referring -to Germany’s proposals for convening the reparations commission, expresses -the belief that -Berlin -will he insistent on fixing the annual payments at £100,000,000.
