The delay is associated with the American elections and the absence of Dr. Stry-cmunn. who resumes his duties on Nove.m.hei 1 Tt is also hinted that the delay is partiv due to M. Poincare’s new rerm.rat.ions and security demands, which Berlin legardi* as unnwptnble.
