Received 12.25 p.m. to-day. , GENEVA, Sept. 19. - For the whole afternoon the Third Commission wrestled with the procedure necessary in considering M. Bonoour’s and Count Bfernstorff’s motions, both designed to achieve an early meeting of the Preparatory Disarmament Commission, but differing slightly in degree. Consequently the debate never touched the essentials and it was, really deplorable wasting time over such a slight divergence, especially as most of the delegates seemed agreed not to fix a date of meeting. The most significant fact that there was not one mention of VI. 'London’s proposed naVall conference ; it was dropped like a hot cake.
