LONDON, Aug. 7
The Washington correspondent of “The Times” reports that the,'State Department is credited with c ons iderable embarrassment over Russian and Spanish offers to sign the Kellogg paelt. The official view i» that there should bo no addition to the original list, of fifitten - Powers invited. If the Soviet and Spain: desire to sign they must enter a® secondary, not original, signatories.
It is understood the, German. Foreign. Office sounded the United States Embassy a.t Berlin about .iriduding additional signatories, and Pran'ce is backing the Spanish offer. It is now suggested .the, whole ceremony of signing should be entrusted to tho French, who, could invite whom they pleased.
