LONDON, July 27, As a sequel to workers at Ramsay mill, Oldham, striking because a fel-low-employee had refused to' join the union, the Master Cotton Spinners’ Federation declared a lockout as from August 11, affecting 200,000 cotton spinners and 300,000 in other industries.
