FALLING BIRTH RATE.
\ MU-SSOLIXI CONCERNED. DICTATOR WANTS QUANTITY. (United Preps AssociAfcro.f -IS.v Electric Telegraph copyright.) (Australian Pre»B Association.) LONDON, July 24. The Milan correspondent of “The Times” says that, disappointed because the birth rate continues to fall in North Italy, despite the tax on bachelors and prizes,*for large families. Signor Mussolnii has sent an article to the Press opposing the theory that improved quality compensates for diminished quantity. Signor Mussolini wants quantity. Without quantity, he says, there* is no quality; without number there is no .power. Fifty thousandmen could equip ten regiments 'of armoured cars, and a hundred thousand could equip twenty regiments. The Dictator said: “Babylon, Egypt, Thebes and' ancient Pome fell 'because the birth rate fell. A reduction in numbers does not moan more vital children, either physically or mentally. The first born is always the weakest. It is also ridiculous to say that machines will ever replace men. The population Jtoust be increased for peace as well as for war. *’
