CULVERTS AND CROSSINGS.
(To the Editor). Sir, —la view of the (Statements made by Mr. J. Swan so n, it may be advisable to give the facts. iM,r Swanson required a culvert and crossing! in respctji, of motor sited erected bv iiim on the property of W. A. Parkinson and Co. On being informed that the council required payment of amount to accompany application, he wrote under date dan nary 10.. stating that he objected to pay for a service that ‘bad not bq?n rendered or material not delivered, and asked certain questions, including one as to whether the council would prohibit work being 'done by a priva.fo firm. A reply was sent on January ,12, stating that lie had the option of having the work done Ivy' a privato firm subject to the approval and rearjiremonts of the borough. engineer, or by the council!, subject to its usual conditions. On February 6 a- further letter was received from Mr Swanson, to which in view o£ the tone adopted, no reply was sent. The ’whole trouble appears to he that Mr Swanson ckeclinea to complv with the council’s rule, i.e., pay in advance. A= already mentioned, he has the option of getting work done bv a ’private firm. It may be mentioned that this iis the first occasion on which a person has objected to pay amount when making app’acation.
