Mr Bra.ithwaite’s Bill provides that the Ministry of Agriculture and the Scottish Board of Agriculture should jointly fix the proportion, of British wheat which must be milled to the total quantity milled. This quota will be ■fixed after the annual estimate of Great Britain’s production, and it must not be less than one-tenth or more than onefifth.
