Japan will express agreement in principle with American efforts to outlaw war, but will not commit herself definitely pending further expressions of British and French diplomacy, and preferring a waiting role while the Anglo-American conversations continue.

TOKIO, May 25. The Cabinet has approved the reply to the American anti-war proposal. It states that Japan is pleased to support the proposition on the understanding it does not conflict with the agreement under the League of Nations and does not prevent actions due for selfprotection. Japan is ready to participate in a conference to substantiate such a pact between the Powers.
