THE EMANCIPATED ENGLISHWOMAN.

Who are the heaviest women smokers in the world? A London investigator says that British women are much the heaviest smokers, and he has fortified himself with the opinions of globetrotters and other people who can speak with authority. It, appears that in America, where Miss Maude Hoyden’s occasional cigarette caused so much comment, wonien are never seen to smoke in public, whatever they may do in their homes. And New York never sees a girl take a 'cigarette from her pocket in the street and light up, as she does in England. The Non. Mrs. Victor Bruce, the woman motorist, who has driven miles along European roads, says that the Frenchwoman does not smoke half as much as the Englishwoman. Senator Villafantc, Spanish ■lecturer at King’s College, says that in Spain the ladies do not smoke at all except in the fashionable resorts like Madrid, which have felt the English influence. A West End hotel manager says that the Englishwoman smokes most because she is the most active and go ahead woman in the world, and a keen sportswoman, but that the Frenchwoman smokes daintily and merely to allure. She talks so much and so fa;st that she cannot keep a cigarette alight, blit she uses her'hands so gracefully in 'conversation that a cigarette is essential. Lady Dorothy Kennard, who has travelled extensively in Russia and Persia, says that the women of Russia smoko very little and that Persian women would rather have sweetmeats than cigarettes. Probably, suggests one observer, the British woman smokes most because she is most emancipated.
