TO PREVENT PILLAGING. SEVERE MEASURES IN BULGARIA SOFIA, April 28. Severe measures have been adopted to prevent pillaging throughout the devastated areas. Inhabitants have been forbidden to remain in the streets after nine o’clock in the evening, and the gendarmerie have orders to shoot at sight anyone breaking this rule. Profiteers in food or building material, it has been announced, will be J.en 25 lashes with a whip in the streets, besides having their property conliscated.
