PASSPORT OUT OF ORDER, (UNITED PRESS ASSOCIATION—BY ELECTRIC 1 TELEGRAPH—COPYRIGHT.) (AUSTRALIAN PRESS ASSOCIATION.) (UNITED SERVICE.) Received 11.10 a.m. to-day. BRUSSELS, April 23. Zoubkoff was arrested at Arlon, near the Luxembourg frontier, and was charged with having a passport that was out of order.
