The Independent Labour Party’s conference adopted the surtax and the capital levy as definite plans in their programme. They re-elected Mr J. Maxton, M.P., chairman, and Messrs O. Mosely M.P., Shinwell, M.P., and Kirkwood, M.P., •to the executive. The displacement of Mr. R. C'. Wadhead, M.P.j by Mr. J. W. Moore as fourth member of the executive came as a surprise,
