Realising that- China’s' prolonged internal warfare' is largely due to the importation of munitions from abroad, the diplomatic body at Peking conferred and decided to telegraph to their respective Governments drawing attention to the importance of the arms- embargo of 1919, prohibiting the exportation of arms and munitions from their territories to China, and requesting such Governments who have not taken measures to this effect to do so.
