MR. McCLINTIC’S PROPOSALS

Representative AlcClintic, Democratic member of the Naval Affairs Committee of the House of Representatives, submitted a minority report proposing to substitute for the committee’s Bill his own programme, which consists! of fifteen submarines which will cost 75,0G0,C09 dollars, and provision for changes in eighteen battleships, making them serviceable as aircraft-carriers, costing 18,000,000 dollars. He said that actually the United States has 99,924 more tons cruiser strength than Britain. It is expected that the majority report will be debated in the House on March 13 or 15. Mr. McClintic alleged that the larger programme had been proposed to supply employment in idle shipbuilding yards.
