The Pan-American eonierence uphelci the principle that oppressed people should have, the right to revolt against their Government. The Cuban and Argentinian delegations, apparently with the tacit approval of the. American delegation, succeeded in negotiating a. proposal by the Mexican delegate that a thesis as a principle of international law should be adopted, namely, when revolutionists seize a. port of an established government, the latter should appeal to all nations to boycott the port seized.
