The Cuban and Argentinian delegations, apparently with the tacit approval of the. American delegation, succeeded in negotiating a. proposal by the Mexican delegate that a thesis as a principle of international law should be adopted, namely, when revolutionists seize a. port of an established government, the latter should appeal to all nations to boycott the port seized.
