A R BITEATION SETTLEMENT
PAN-AMERICAN PROPOSAL. BY CABLE—PRESS ASSOCIATION—COPYRIGHT NEW YORK, Jan. 22. The correspondent at Havana for the New York Times, says that probably near the close of the Pan-American Conference the United States delegation will present a plan for multi-lateral treaty for the submission to arbitration of disputes between the Republics or the Western Hemisphere on lines similar to tiiose of the treaty between France and the United States, the renewal of which is now being negotiated.
The proposed treaty will eliminate as not being arbitrable questions ffecting national honour and other questions excepted from detennintion by arbitral bodies in a series of agreements, known as the “Root Treaties.’’ which the United States lias concluded with a number of nations.
