REGULATIONS ISSUED. (BY TELEGRAPH—PRESS ASSOCIATION.) WELLINGTON. Dec. 23. The machinery for the administration of the Rural Intermediate Credit Act of last session is contained in a bulkv set of regulations just issued. The dealt with by the regulations apart from the boards to be established, including granting of loans, nay men t of dividends, produce' in warehouses, discounting of promissory notes, and bills of exchange, finance and accounts arid debentures and stock. The regulations are to come into force on Januarv first-
