ARRESTED AT RIGA. BY CABLE—PRESS ASSOCIATION—COPYRIGHT. Received 10.10 a.m. to-day. LONDON, Nov. 16. The Riga correspondent of “The Times" says that Latvian police have arrested a revolutionary committee, of seven, including the Soviet’s plenipotentiary Bekrsin, one of the chief commissars of Moscow during the Bolshevik reign of terror in 1919. He had many passports and much money, the latter having been received from Moscow. — “Times."
