BERLIN, Nov. 6. The Government, in publishing Mr. Gilbert’s memorandum, refutes _ the criticism that uncontrolled expenditure endangered Germany’s economic life. Under the Dawes scheme Germany was aiming at developing her productiveness in o.rder to improve the standard of living .and fulfil reparation obligations, The economic improvement since the stabilisation of tne mark had proved the reasonable utilisation of internal and foreign loans, but foreigners ought to admit more German imports if Germany was to he allowed to carry out her intentions without interference. -High extraordinary expenditure had already ended, a.nd the increase of officials’ salaries did not involve extra taxation. There would be no, expenditure under the education scheme until 1930.
