TRANSFER TO COAf AIISSION AT SYDNEY. (Y CABLE—PRES! ASSOCIATION—COPYRIGHT SYDNEY, Oct. 20. A * meeting of Cabinet decided that Parliament should meet on November 2 or 2 for a short session to enable the passage of the Supply Bill and a measure to transfer civic government to a commission. The latter will mean that the forthcoming civic elections will not be held.
