RATING I.N COUNTY AREAS. MR. DICKIE’S AMENDMENT APPROVED. BY TELEGRAPH —SPECIAL TO THE STARWELLINGTON Sept. 29. When the Counties Bill was being considered by the House in committee to-night, Mr. H. G. Dickie (Pa Uni; secured tlie appro v i.l of the Mimstei in charge for tlie insertion of a clause dealing with .rating far fire prevention purposes. A clause in the main'Act empowers county councils to establish fire brigades and Mr. Dickie’s addition, passed by the House, provides that any .separate rate made and levied by the council for the purpose of providing for any payment in .respect of such .services, may be made- and levied o-n the value of the buildings in the area over which the rate is made and levied, exclusive of tlie value of the sites on which such buildings are erected.
