GENEVA, Sept. a. “The task of achieving disarmament can only be accomplished by stages, some of which have already passed and the League has not, failed,” declared Sonor Villegas (Chile), presiding at the opening of the League Assembly, when lie expressed the opinion that the problem could be solved on the lines of the recent conference. He dwelt on the League’s growing universality and its high prestige, which invested the Council with the authority necessary to bring peace and order into political life. Senor Guani (Uruguay) was elected president of the Assembly. Canada’s delegate Mr Dandurand, was instructed to propose 'Canada’s candidature for a non-permanent seat on the Council, on which there were three vacancies.— A.P.A. and “Sun.”
