NATIONALIST LEADER’S CRITICISM. CHANGE IN ADMINISTRATION PROMISED. HI CABLE—PRESS ASSOCIATION —COPYRIGHT Received 12.10 p.m. to-day. SYDNEY, Sept. 2. Mr Bavin, leader of the Nationalist Party, speaking at Willoughby, and referring to the government of Sydney by the City Council, said that the condition of things was one that demanded drastic remedies. The Nationalists would not permit the continuance of a state of things which made every honest man hang his head when the name of the City Council was mentioned.

He stated that if the Nationalists were returned to power the city would be placed under a commission as "a means of restoring better conditions.
