The atmosphere of cordiality at the opening of the International Parliu-ment-a.rv Union was rudely dispelled by a, speech bv Loebe. President of the Reichstag. M. Poincare welcomed the delegates and mentioned the appreciation of the work of preventing the isolation of thoughts of nations. Loebe rose and declared that distrust was worse than hate. If France was willing to say so after 1927 not a single French .soldier would remain in German territov. and this would serve the cause of humanity. He sat down amici silence. The Secretary-Genera/ I ’® report was pessimistic on the European political outlook. There were, he said, many centres of irritation in Central Europe. the Balkans, the Adriatic and the Mediterranean, but the worst feature was that Europe had not reached equilibrium, enabling, it to face the future with, confidence. He admitted tliat the economic centre of the world was pan-sure to America. He praised the work of the British Imperial Conference. which, ho said, was a- new example of the British people’® wisdom and -spirit of accommodation.
