SOVIET AND NEGROES. PLAN TO BOLSHEVIST, AMERICA. NEW YORK, Aug. l(h In view of the residence in the United States of nearly 12.000,001) people of “Airican descent,” "Washington officials are naturally concerned about the disclosures published here that Soviet Rus-sia has been instructing American negroes in communism, and “training them for a rising against America.” It is declared that Moscow maintains a college- with a course from one to three years for the •‘education ol negroes in the Soviet curriculum.” and that a group who have completed their training have returned here to sow the seeds of discontent and revolt among the negroes in the Northern States, usually considered better educated and more receptive of propaganda than the coloured people of the South. A Washington despatch quotes the Slate Department as amazed by the Soviet plotting, ami as indicating that, the disclosure of this scheme vindicates its policy of 11011-recognition. Washington’s policy, it is predicted, will he to nip the conspiracy in the bud. and possibly Congress will he asked next session to pass a law to deal drastically with Soviet activity within the borders of the United States.
