SENATOR BORAH EMPHASISES ITS NEED. •>v Da BUS—PKEBS association— copyeight. NEW YORK, Aug. 20. A message from Kellogg (Idaho) states that, taking the Canadian visit of the British Prime Minister (Air. Baldwin) for the purpose of building up and strengthening in every way the British Empire as a basis of his remarks, Senator Borah to-day urged concentration on a national effort to work out American problems - of taxation, farm relief, and conservation of oil resources. He regretted the breakdown at the Geneva Conference, and cited this in connection with the pressing nroblem of oil conservation, stating:'“While we are debating the question of cruiser ratio a reckless, criminal waste of our oil supply is literally - menacing our national 'Security.”
