'Hie Institute of Pacific Relations Las offioioilly closed its •sessions. Like all such meeting's around the table, tlie minimum of agreements, even on most controversial .subjects, has been larger than it wars believed possible. Discussion on many points has developed the need ifor more facts, for which reason the conference will lead up to definite projects for research.” The Pacific Council met to-day for the ipnrpQ.se of signing the constitution of the permanent institute and selecting the tentative place and time for the next meeting, which will probably be in the Orient.
