The Riga correspondent of “The Times” says that a general meeting of seamen and commanders of all units wound up the Baltic manoeuvres of the Soviet Navy. Meetings were hold on the open sea'. The war commissar, Voroshiloff, warned the fleet that the menace of war was real, and that the war would probably start in 1928. The fleet was already in fighting trim, hut must strive for greater efficiency. He stated that the fleet was being augmented for 1928 with the first instalment of four cruisers, three destroyers and seven submarins in order to protect the Balticfrom British raids.
