Holland (Oh r i stehu roll North). Tt is explained by the Hon L. M. Isitt that the measure would not have been introduced in the Legislative Council last session but for the exigencies of the time. “If pledges mean anything,” added Mr. Isitt, in reply to <a question, “we have a big majority in the Lower House.”
