Sir Joseph Cook, in presenting the Nauru report to the Mandates Commission, state that the Nauruans were m(ore prosperous, Cleaner, healthier, and more intelligent under the new regime. They were being taught to initiate self-advancement i schemes. Chinese phosphate labourers were well JT behaved and industrious, remitting Mk. thousands in savings to China yearly.
