RIGHTS OF TEACHERS.

CLAIMS OF INSTITUTE. (BY TELEGRAPH 'PRESS ASSOCIATION.) PALMERSTON NORTH, June 1 2 The Alanawatu branch of Tlie Educational Institute met Messrs Nash and Linklater, M.P.’s, on Saturday, in its annual conference, prior to the opening oiParliament. Tne matters brought up included tlie right of appeal against non-appointment, the paying or removal expenses when teachers are on transfer, the reduction in the size of classes, and confidential reports exchanged between boards when teachers apply for a new position. ,v* strong case was represented by the institue and both members promised to support the petitions when education matters were being discussed in Parliament. Mr. Swin bourne, president of the Institute, said that the right of appeal affected the Institute throughout New Zealand, aiid was wanted so that teachers could appeal against a lower graded applicant being appointed before a higher graded applicant. Teachers were satisfied with the grading list, but considered the boards and inspectors departed too much therefrom. They wanted the right to have appointments reviewed by a board and cause shown why these appointments were passed over They also wanted confidential reports, which were of an adverse character, tabled before the Institute and the teacher allowed to give his version of the case. They appealed to have removal expenses granted when on transfer, as teachers had. at present, to buy promotion. It / was costing more than -the increase in ' salary for two years to make up the cost of removal. The deputation urged the reduction of classes at present over 35, as the individuality of children was affected. Mr Nash, in reply, said that the Minister and the Government would have to adopt a bold policy, spending £1,000,000 on buildings in one year. He was sympathetic with all the petitions as being reasonable. Mr Linklater also promised his support in the House. The Minister would not Ik- allowed to forget his promise to deal with the appeal rights this session.
