Over 1100 delegates to the Women’s National Liberal Federation, by an overwhelming majority, passed a motion in favour of scientific birth control, as- providing a, means of increasing the efficiency of the nation. . Lady Ackland said there- were many people who were shocked that mothers should be able to choose' how many people they would bring into the world, but- they could leave that to a generation which regarded population as cannon fodder.
Mi ss Emma Samuel aroused loud laughter by declaring that “she was 30 and that men and women of her age felt that people were living too long and, as they couLd not be put to death, they should be prevented from being born, otherwise they would all starve in the streets.” The conference decided that birth control information should be made available at the Ministry of Health. The centre’s motion, favouring allowances for children, was defeated, Lady Bonham Clarter -pointing out that dole would enable the profligate to- multiply at the expense of the thrifty.
