Tli - Rome correspondent of “The Times' ’ states : It was disclosed at the Grand .Fascist Council that Fascists number 2,168,821, exclusive of trade unionists. Signor Alussolini promulgated a .•barter for Labour, affirming that ail forms of labour must be regarded as a social dot' - and the whole bodv of prouuQtionv constitutes a single national unit. Oniv syndicates recognised by the St a l.» will’ be allowed to represent .-•(instilnent employers and employees. ■Vital'' will rernilnte labour controversies through the magistracy, with labour co-operation. The State will uphold private initiative in production, tbe State intervening only when dnitiatiav is lacking or the State’s political interests are involved. Co-operative and conciliatory action is to precede judicial action in labour disputes. The charter regulates piece work, holidays, compensation, (insurance, recitation. education and provides for preference to Fascists.
