EXTRA CHARGES EXPLAINED NEW BUILDING PROGRAMME. (British Official Wireless.) RUGBY, March 10. In the Navy Estimates extra charges arising from causes outside the control of the Admiralty, and including the transfer of liabilities due to the coal stoppage from 1926 to 1927. total £1,000,000. The new' building programme, which, as stated last night, will be retarded pending the result of the proposed disarmament conference, provides for commencing the construction of three * cruisers, one flotila. leader, eight destroyers, six submarines, and two minesweepers.
