BIG AUSTR ALIAN PAYMENTS. BY CABLE—PRES 3 ASSOCIATION-COPYRIGHI. MELBOURNE!, March 3. The third progress report of the Royal Commission on National Insurance states that the annual _ expenditure on -poor relief -by -private charitable organisations and Government institutions, including old age and invalid pensions, in Australia, totals £15,000,000. The report recommends that more effective provision could be made, by a comprehensive scheme of national.insu-r----ance than bv amending the Invalid and Old Age Pensions Acts, to provide for payment of the destitute allowance, and that, pending the institution of some sucili «dheme, “the Qom mi>s-sioner of tensions should be granted certain dis-,-retionarv powers in regard to rejected claims, where claimants are destitute.
