It will be watched most'y closely by Britain, in view of the stipulation that when Paris and Madrid have hammered out an, agreement it will be further discussed with London and Rome. “The nroposals that Spain is submitting,” savs the Dailv Telegraph’® correspondent. “are so extensive that they amount almost to the informal annexation of the international enclave. It is proposed that the zone of Tangier he reduced to an area sufficient to provide for the growth of the city, and that the remainder of the international zone he included in Spain’s zone, Spain guaranteeing to maintain order in Tangier, '"•event conspiracies and respect the equally of all nationalities. “The whole problem is most complicated. hut it is certain that most of the demands are unacceptable to Britain and many equally so to France, rto"gh she is most anxious to placate Spain now.”
