BRITAIN AND RUSSIA.
SPEECH BY r SOVIET LEADER
BITTER ATTACK DELIVERED. LONDON, Jan. 21. Britain as a “bogey 'man” has again been conjured up by Moscow, in order to persuade faithful Bolsheviks to subscribe to the Society for Military Aviation and Chemical Warfare. M. Ttykoff, head of the Soviet Government, warned a meeting at Riga that the spectre of war hung over the Soviet. War might not occur in the near future, but. the Soviet must be prepared.He admitted he did not possess documentary proof to show who would begin the war, but there was one country which wanted to overthrow the Soviet, namely. England. When lie had finished his denunciation of •‘Capitalist England.” he appealed to the Baltic States not to yield to British machinations, and said that the Soviet would never attack them. It wanted peaceful co-operation. He urged them to cease from being the tools and mouthpieces of an Imperialist f>tat.e and a foreign master. M. Rykoff did not mention England, but the audience understood.
