The State Department formally _ announced to-day the appointment of Mr Phil ,ips as Minister to Canada, explaining his willingness to .surrender his post as ambassador- to Belgium to go to Ottawa, because he realised the importance of the position and the great further sendee he could render the Government.
Mr Sterling’s appointment to Butrin is officially, confirmed.
