Dr. Marx, in a statement at the opening of the Reichstag, declared that the Government recognised the republican constitution, whose organisations and colours would be protected and honoured. Changes would be made only as constitutionally provided, and forcible attempts at alteration w-ould be punishable as high treason. The Government was paying special attention to defence, to strengthen the w’holo country’s confidence in the Reichswehr, from which polities must bo excluded. President Hiudenburg’s decree against illegal recruiting would be carried out. The supreme task was the liberation of the second and third Rhineland zones. The continuance of the occupation was incompatible with Locarno and endangered neighbouring relations. A policy of mutual understanding would solve the problem.
