BRITAIN’S NOTE TO CHINA. FAVOURABLE PRESS COMMENT. BY CABLE—PRESS ASSOCIATION—COPYRIGHT. LONDON, Dec. 28. The newspapers • comment favourably on Great Britain’s memorandum regarding China, arguing that it outlines a far-sighted constructive policy, and not a narrow, self-interested foreign dictatorship. The Daily Mail says: "The situation demands more than blank negation. It cannot be met by mere passivity, and we cannot go to war with China. Sir Austen Chamberlain’s object is to obtain the concurrence of the Powers in a joint scheme.’’ The Daily Chronicle hopes that the ‘ ‘ memorandum will dispel the profoundly false impression of Britsih policy prevailing in China which has led the antiforeign feeling to assume an antiBritish form. The latest proposal is an appeal to the Powers to satisfy the legitimate aspirations of the Chinese nation. ’ ’
