The Daily Telegraph’s Rome correspondent says Signor Mussolini has appointed new municipal heads in 44 chief towns, to replace the Mayors. This is the first instalment of 5000 to be appointed to rule the towns throughout Italy. All appointments were made in Rome by Fascist Governors who have the power of making public appointments, a power greater than any Goveminent in the world. Descendants o„ old families with noble titles are conspicuous in most of the appointments just made.
